The Challenge**\r\n\r\nA running prototype can be found here: [www.scigate.online](https://www.scigate.online). The system is in part modularized and should be further modularized. In particular, data sources should be extended, and data aggregation added while supporting more search functionality. The linchpin of scigate.online are so-called proxies, whose task is to address data sources, translate their response and homogenize as far as possible the data to allow a unified search and access via scigate.online.\r\n\r\n1. Part of the challenge will be to build more proxies to connect additional data sources, such as fedlex and other legal data sources, to the platform. This data will be harmonized as much as possible so that it can be made available via a uniformed API. In the future, this should minimize the need to write a new scraper for each legal data research project.\r\n2. Another part of the challenge will be to present the data as search results on the platform. The proxies currently collect three lines for each entry plus a link to display the entry. The selection of what should be displayed for each entry, how it could be displayed and what existing functionality of the source systems might be used to render the search as user-friendly as possible, could be optimized. The search could also be extended by including facets or auto completion.\r\n3. Finally, the retrieved hitlists and documents (until now only for entscheidsuche) could be used to provide additional functionality. Durch den Vergleich der Terminologie in den neuen Entw\u00fcrfen mit der bestehenden Gesetzgebung kann umfassend gepr\u00fcft werden, ob \u00e4hnliche Begriffe bereits verwendet werden oder ob der Entwurf un\u00fcbliche oder v\u00f6llig neue Terminologie einf\u00fchrt. So f\u00f6rdert der Algorithmus die Verwendung einer klaren Sprache, vermeidet unbekannte Rechtsbegriffe und tr\u00e4gt zu einem besseren Verst\u00e4ndnis der Texte bei, insbesondere f\u00fcr Menschen ohne juristisches Studium. \u00a0 </p><p></p><p>Das Instrument k\u00f6nnte die Verst\u00e4ndlichkeit der Rechtssprache in einem fr\u00fcheren Stadium des Gesetzgebungsverfahrens verbessern. Obwohl der derzeitige Prozess von hoher Qualit\u00e4t ist, wird die Einbeziehung von neuen Technologien immer relevanter. Die Idee war, eine Anwendung zu entwickeln, die neue Gesetzesentw\u00fcrfe automatisch mit bestehenden Rechtssammlungen vergleichen kann und dem:der Nutzer:in umgehend R\u00fcckmeldung \u00fcber die Wahl der Begriffe und deren sprachliche und juristische Koh\u00e4renz gibt.\r\nDie umgesetzte Anwendung bietet verschiedene Funktionen, wie z.B.:\r\n\r\n    die Identifizierung neuartiger Begriffe, also solche, die bisher noch nicht in der SR verwendet werden;\r\n    die Hervorhebung relevanter \u00dcbereinstimmungen mit bestehenden Begriffen; und\r\n    die Bereitstellung von Kontextualisierungen, indem sie zeigt, wo und wie der Begriff in anderen Rechtsdokumenten verwendet wird.\r\n\r\nDieses Tool hilft den Verfassern von Rechtsvorschriften, diese verst\u00e4ndlicher zu gestalten und die Konsistenz der gesamten Rechtsordnung sicherstellen zu k\u00f6nnen. Dies f\u00f6rdert neben einer einheitlichen Nomenklatur auch die Rechtssicherheit.\r\n\r\nAls Ergebnis des Hackathons liegt nun eine entwickelte Web-App vor. Sie erm\u00f6glicht es den Benutzern, Entw\u00fcrfe durch Kopieren und Einf\u00fcgen von Text einzuspeisen, die gew\u00fcnschten Funktionen auszuw\u00e4hlen und direkt ein visuelles Feedback zum Entwurf zu erhalten.\r\n\r\nDie App erm\u00f6glicht auch ein Abgleich von Begriffsdaten mit Termdat. Generating synthetic-only data is (apart from API usage limitations by for example OpenAI) therefore also not possible in the legal domain, as those _mixtures_ would be present in the generated data as well. \r\n\r\nCreating a legal-instruct dataset based on Swiss data is essential for finetuning large language models (LLMs) that are used in the (swiss) legal industry. This dataset would contain legal instructions in a structured and organized format (following the alpaca format), if possible in German, French and Italian. It would allow LLMs to learn the language and nuances of our legal system and legal tasks. By having access to this comprehensive dataset, LLMs would be able to better understand legal language and improve their ability to accurately perform legal tasks.\r\n\r\nMoreover, it is important that this dataset is openly available and allows for commercial use (the example of Alpaca is intended only for academic research and commercial use is prohibited). By creating an openly available and usable dataset, it would allow for broad implementation of the dataset and ensure that every open-source LLM could benefit from its use. This would not only benefit legal professionals (as many models could use that trainingdata freely) but also companies developing LLMs for the legal industry. Das Fazit viel grunds\u00e4tzlich positiv aus wobei der Prozess der Form und dem damit verbunden \"onboarding\" f\u00fcr die Schuldner immer wieder als gross H\u00fcrde herausgestellt hat.\r\n\r\n<b>Problem</b><br>\r\nDie ersten Versuche haben gezeigt, dass die elektronische Zustellung von Betreibungsurkunden sowohl dem Schuldner wie auch dem Amt einen Mehrwert bieten, was sich wiederum positiv f\u00fcr den Gl\u00e4ubiger auswirkt. Schl\u00fcsselproblem gem\u00e4ss den bisherigen Erkenntnissen ist die Tatsachen, dass die H\u00fcrde einer proaktiven Registration durch Schuldner \"zum qualifizierten Empfang eines Dokumentes, dass sie im Grundsatz nicht wollen\" zu hoch ist.\r\n\r\n<b>Design Challenge</b><br>\r\nWie kann die \"qualifiziert, digitale Zustellung\" von Betreibungsurkunden auf nationaler Ebene institutionalisiert werden? Standard terms (also called \u201cnamed entities\u201d in computer science) need to be well defined, often with a legal basis. The AML-Regulation is a fast changing area of law and many FinTech startups have already brought a certain level of automation to it (e.g. KYC-providers that automatically identify customers through online-platforms).\r\n\r\nNevertheless, there is still room for improvement. Most financial market players engage in-house or external counsel to provide support in answering at least partially  redundant questions concerning the application of the AMLA. According to the Money Laundering Reporting Office Switzerland (MROS) the Ordinance on measures related to the situation in Ukraine that entered into force in 2022 led to over 8'000 requests by financial market participants to MROS asking for clarifications. This despite the fact that an FAQ was published alongside the ordinance. Most of these requests were answered by hand which understandably led to a material backlog and week long waiting times for answers. It can only be assumed how many more questions with regards to said ordinance have been asked by financial market participants to their in-house and external counsels.\r\n\r\nQuestions with regards to the AMLA are often asked by front office employees. The following examples could be used: \"Am I allowed to onboard a Russian national having dual citizenship (Russia/Switzerland)\", \"Which documents do I need to check when onboarding a foundation\", \"Do I need to report situation XYZ to the AML-Officer and/or MROS\", etc. \r\n\r\nFor the purpose of this challenge it is assumed that the questions are redundant and their answer can be found in the public legal documentation of the Swiss AML-Regulation (in particular the Anti-Money Laundering Act, the Anti-Money Laundering Ordinance, the Anti-Money Laundering Ordinance-FINMA, FINMA Circular 2011/1 on Financial Intermediation, the Swiss Bankers Association CDB 20: revised code of conduct in the area of the fight against money laundering, the VQF SRO-Regulation).\r\n\r\nThe challenge is to think about ways to improve the current situation and build a tool/system with which the answering of simple legal questions related to the AMLA can be made more effective and efficient. This could range from building a common knowledge repository where financial market participants can share their information and answers to specific legal questions and/or building a chatbot that can automatically support in case it receives certain questions within this area of regulation.
